This role sits in the high profile Electricity Market Reform (EMR) Delivery Body within the Electricity System Operator, promoting low carbon energy and security of supply in Great Britain. Being part of an externally facing team, the post holder will be centrally involved in developing strategy, policy and rules for the Capacity Market (CM) and Contracts for Difference (CfD) regimes. You will lead on changes to the legislation and manage working relationships with external stakeholders including BEIS, Ofgem and a wide range of other GB and internal stakeholders. You will be able to develop innovative ways of designing and implementing the regulatory framework for EMR with a view to promoting high levels of participation in these critical and evolving energy markets.

The Electricity Market Reform team is keen to provide team members with opportunities to develop a wide range of skills across all aspects of our business. We aim to develop team members who will have areas of primary focus and expertise, but who will also be able to develop an appreciation of other areas of EMR and the ESO.


Key Accountabilities:

  • Develop and maintain a solid understanding of the Capacity Market and Contracts for Difference Rules and Regulations, including how changes to the legislation impact on market participants, Electricity Market Reform systems and business processes
  • Identity and drive changes to the Capacity Market and Contracts for Difference Rules and Regulations that facilitate wide participation in these markets, promoting the efficient delivery of low carbon energy and security of supply
  • Ensure clear and consistent application of rules and licence obligations, providing expert advice to operational teams and customers
  • Act as a lead interface point between the Electricity Market Reform Delivery Body, other ESO departments and external stakeholders such as BEIS, Ofgem, industry groups and the Electricity Settlements Company
  • Support the design, development and implementation of Electricity Market Reform systems and business processes by applying rules expertise, performance excellence and innovative thinking
  • Analyse data and provide inputs to support the production of key internal and external reporting to BEIS, Ofgem and industry
  • Develop and deliver guidance and training for market participants and the Electricity Market Reform team
  • Represent the Electricity Market Reform Delivery Body at external meetings and events, both domestically and internationally, and present at Electricity Market Reform industry and other events
  • Support work related to business planning, financial allowances and incentives as part of the RIIO-2 regulatory framework
About you
  • Good understanding of the electricity and/or gas industry structures and the role of the System Operator.  
  • Working knowledge of the industry codes, licences, balancing services and/or the Electricity Market Reform Rules and Regulations and associated governance structures would be an advantage 
  • Experience of engaging effectively with customers and stakeholders, including Government and regulatory bodies 
  • Experience of identifying the requirement for change and subsequent implementation of these changes
  • Sound organisational and project management skills, including ability to work in and lead virtual/project teams and manage resources in order to deliver within tight deadlines
  • Excellent influencing and negotiation skills
  • Excellent communication skills, both written and verbal, with internal and external parties
  • Ability to lead and successfully deliver projects involving multiple teams and/or stakeholders
  • Good understanding of risk and compliance management, and performance excellence and process improvement



Educated to degree level or equivalent or the ability to demonstrate appropriate levels of job experience

A competitive salary between £43,700 – £55,399 – dependent on capability
