Job Description

 The Resource Planning Manager will oversee the entire planning cycle of our field activity including forecasting, planning and scheduling, in day jeopardy management, performance monitoring and continuous improvement. 

Leading our field planning and street works teams, this role forms a key part of ensuring we have the right people, in the right place, at the right time, with all necessary precursor work complete. Acting as the go to' expert for the Senior Management Team, the role holder will play a crucial part in translating strategic direction into tactical and operational delivery plans, all the while looking for opportunities to make improvements to our existing processes and systems.

Key responsibilities;

  • Produce and maintain demand forecasts, ranging from short-term operational profiles to 5-year strategic outlooks.
  • Continuously monitor and ensure that the right number of staff are available to resource the operation and meet agreed KPIs.
  • Provide key input into annual budgeting processes, as well as business planning activity.
  • Ensuring maximum utilisation of our field resource, actively monitoring metrics such as hours of work planned vs completed to ensure optimum cost effectiveness.
  • Produce data reports and analyses on key resource metrics such as utilisation, SLA compliance, outstanding work volumes, shrinkage, and forecast accuracy.
  • Proactively monitor both supply and demand trends, providing insights and making recommendations to aid decision making around subjects such as contractor resource levels and the distribution of workload across teams / departments.
  • To ensure all work is carried out in line with Local Authority requirements.
  • To investigate root cause of customer, and other stakeholder, complaints associated with the planning and delivery of our activity.
  • To oversee our permit activity, ensuring jobs are prioritised and planned correctly.
  • Work closely with SMEs from across the business to ensure workloads are managed in the most cost effective and efficient way.
  • Support in the performance management of both our internal and contractor teams.
  • Create and sustain optimised roster patterns, aligned to both the needs of the business and colleague satisfaction.
  • Own the development and improvement of existing planning models, including demand conversion methodologies.
  • Coach, develop and lead a team of circa 45 people located across the Affinity Water's supply area.
  • Ownership of the directorate's recruitment plans, tracking and forecasting attrition and absence rates to ensure the timely intake of new people into the business.


Skills and experience required;

  • Experience of resource planning and demand forecasting, ideally within a field operations or water industry environment.
  • Knowledge of UK Street Works and experience of working with Local Authorities.
  • Strong analytical skills, with experience of dealing with complex data sets.
  • A proficient user of Microsoft Excel and workforce management / scheduling systems.
  • Proficient at working with complex roster patterns, scheduling, and resource models.
  • Ability to translate complex processes into simple summaries.
  • Highly organised, with a strong attention to detail.
  • Ability to deal with constant change, demonstrating an agile approach to their planning.
  • Confident to constructively challenge those around them.
  • Logical thinker with the ability to design and apply creative solutions.
  • Outstanding stakeholder engagement skills in complex multi stakeholder environments.
  • Excellent communication skills both written and verbal.
  • Forward looking, with an ability to think strategically.
  • Ideally educated to degree level or equivalent technical discipline.
