Regional Security Manager

Portsmouth Water are delighted to have an opening for a Regional Security Manager to join the team. The Regional Security Manager will be responsible for the delivery of protective security advice and guidance across Portsmouth Water, ensuring compliance with relevant legislation, regulatory guidance, and internal policies. In this role, you will provide oversight, direction, and assurance of protective security arrangements within a defined geographic area, safeguarding the organisations most critical assets.
As the Regional Security Manager for Portsmouth Water, you will act as the key interface between statutory and regulatory requirements national security guidance, and operational delivery, ensuring that protective security controls are risk-based, proportionate, and effective.
What will you be doing?
Key Responsibilities

• Lead regional SEMD compliance, translating regulatory direction into operational delivery
• Implement and maintain risk-based, proportionate, and auditable protective security measures
• Support SEMD RAG self-assessments, evidence gathering and regulatory reviews
• Identify and close compliance gaps through action plans driven by audits, reviews, and findings
• Develop and maintain security policies, SOPS, and safe systems of work
• Identify and manage security risk profiles for critical assets (CNI/NI/high-risk sites) and ensure layered protection
• Conduct and review security risk assessments, ensuring mitigation plans are tracked, prioritised, and escalated appropriately
• Lead and/or support security incident response, investigations, reporting, and continuous improvement
• Contribute to emergency preparedness, business continuity, and testing through exercises and lessons learned
• Act as a key liaison with regulators, law enforcement, and national security bodies (e.g. DWI, NPSA, police)
• Promote security culture and awareness, addressing people risks (e.g. insider threat, social engineering)
• Ensure supply chain and contractor security compliance, embedding security-by-design and supporting assurance activities

What do you need?
Skills, Qualifications & Competencies
Essential

• Experience in protective security within a regulated or high-risk environment
• Skilled in risk assessment, investigations, compliance, and audits
• Knowledge of security legislation, regulators, and NPSA guidance
• Relevant security qualification or training and a professional membership e.g. ASIS PSP, CSMP, Security Institute Level 4
• Experience protecting CNI/high-risk assets maintaining auditable controls
• Knowledge of security systems (CCTV, access control, intrusion detection, locking systems, fences, gates, PIDS, site hardening)
• Ability to conduct assessments, gap analysis, and incident investigations
• Strong analysis, reporting, and stakeholder management skills
• Able to work independently, engage regulators, and communicate with non-security audiences
• Hold a Full UK manual driving licence and be willing to travel across multiple operational sites as required
• Willingness to participate in an on-call rota, providing security support outside normal working hours

Desirable

• Experience of risk assessments and contributing to corporate risk registers and exposure to assurance frameworks aligned to enterprise or operational risk management
• Familiarity with NPSA physical/people/risk guidance or equivalent frameworks and familiarity with third-party assurance or supplier governance models
