Job Purpose


We have a great opportunity for a Quantity Surveyor to join our Metering Services Team supporting Metering installations and Repair and Maintenance activities across the United Utilities network. The Metering Quantity Surveyor will support Metering Installation team install and maintain meters in both domestic and commercial settings. As the Metering Services team Quantity Surveyor you will support the Commercial Manager, whilst working closely with the Network Maintenance Services Quantity Surveyor and the Network Business Mangers. 
The Metering Services Quantity Surveyor will support the Senior Quantity Surveyor in the commercial management and validation of circa 1300 works orders per week which are delivered via our Metering Services Partners. Our function is to ensure compliance with contractual entitlement and to deliver value for money via the review and validation of completed works orders. This role requires individuals with an analytical approach, requires high MS Excel competency (VLookup, Pivot Tables, Graphs) and be familiar with an environment that manages large volume low value works. The role requires the individual to work within a team environment and be competent at presenting data and outcomes to the Commercial Manager and UU Stakeholders.

Job Accountabilities


Main responsibilities: Key deliverables of the role and key focus areas our Metering Services Quantity Surveyor will be required to carry out & such other duties as may be reasonably required.

  • To deliver or support the Commercial Manager to ensure compliance, validation and accurate reporting of Commercial data is delivered in support of the Metering Services contracts.
  • Engage with operational and senior stakeholders ensuring all Commercial requirements are managed in line with Commercial process as set out by the Commercial Manager.
  • Provide support and timely escalation to the Senior Quantity Surveyor and/or Business Delivery Manager
  • Ensure contractual compliance and proactively manage contractor performance throughout the contract period
  • Administer post-contract commercial processes and procedures, including change management; cost forecasting; payments; cost auditing and agreement of final accounts.
  • Produce and maintain quality commercial / contractual data
  • Provide commercial expertise and guidance
  • Proactively manage and mitigate commercial and business risk
  • Negotiate and resolve contract claims/disputes and support senior managers in the resolution of escalated issues
  • Establish and maintain appropriate contract and supplier relationship management
  • Attend Partner Performance meetings as required by the Senior Quantity Surveyor
  • Ensure collaborative working across the commercial directorate
  • Work collaboratively with the regulatory procurement team, to ensure compliance with Regulatory Procurement rules.
  • Managing the conflicting business priorities of various stakeholders

Knowledge and Skills


Skills, qualifications and experience:


  • Quantity Surveying degree or equivalent ; alternatively sufficient relevant experience to support the requirements of the RICS Professional Experience Route Minimum of two years relevant experience post degree qualification

Essential Skills

  • Experience of managing the commercial function within a Repair and Maintenance setting delivering high volume low value outcomes
  • Proficient in the use of Microsoft functions including but not limited to MS Excel, MS Word, MS Powerpoint
  • Knowledge of key quantity surveying processes, tools and methodologies used across the whole project life-cycle
  • Knowledge and experience in the use of NEC suite of contracts
  • Strong commercial negotiation and resolution skills
  • Ability to effectively communicate with internal and external stakeholders
