ScottishPower are to deploy c. 4.5m meters to meet its mandatory obligation for Smart Metering with c. 400k smart installs per year to achieve this. It will meet this mandate through the management of Meter Operators (MOA's) via a contractual model (£80m Capex) with c. £18m Smart Retailer Budget per annum (£7m personnel costs and £10m operating costs) 


The main purpose of this role within this Smart business is: - 

  • Manage all the financial governance and performance relating to the Smart operation and its associated processes/contractors (Scale c. 600 FTE) 

  • Manage the budget and rev positions along with the approval process for submission to control 

  • Provide financial modelling of scenarios or process improvements with the Smart Programme  

  • Manage the purchase orders for the provision of services to Smart including providing/managing general administration duties aligned to financial activities 


What you'll be doing 

Reporting to the Head of Performance and Reporting the post holder will be responsible for the following accountabilities: - 

  • To evolve and maintain the robust financial governance processes for the Smart Programme that will ensure a focus on expenditure and alignment to budgets 

  • Review MOA operational performance with: - 

  • Undertaking financial impact analysis v budget and revisions 

  • Undertaking commercial analysis of deployment contract variation proposals  

  • Undertaking post investment appraisal of incentives and benefits 

  • Support Deployment commercial team with financial modelling of MOA rate and pricing proposals 



You will manage the financial operating model including budget, forecasting and cost controls to ensure that senior management has complete visibility of costs associated to the Smart programme 

Lead the submissions of rev and budget submissions to Retail Control with prepared packs and sign off from Smart Programme Director. This includes having strong sign off protocols/governance in place 


What you'll bring 

  • Degree in Accountancy or accountancy qualification  

  • Strong financial acumen and understanding of cost and income drivers within an operational environment with financial modelling skills 

  • Experience of leading and managing process design and implementation of financial processes and control, including capturing IT requirements 

  • Ability to influence and lead a wide range of internal and external stakeholders and suppliers focused on differing interests - requires high level of business knowledge, influencing and negotiating experience 

  • Ability to take account of broader Business perspectives, interpret how these impact Programme objectives and define and implement appropriate actions 

  • Strong planning and co-ordination skills over a long term time horizon  

  • Ability to prioritise work and deliver results whilst managing multiple stakeholders and competing demands within a rapidly changing environment 

  • Sound understanding of the commercial environment and ability to demonstrate strong analytical and problem solving skills  

  • Excellent written and verbal communication skills at all levels of the organisation  

  • The job-holder would ideally possess a solid understanding of the Smart or MAP business areas and their financial structure
